Wilson Jara asked the zoning hearing board on Jan. 8 for permission to restore a prior nonconforming configuration of one commercial unit and two dwelling units at 353 North 4th Street. Attorney Jill Nagy said the building was condemned in 2013 and the applicant intends to renovate and return the property to occupancy.
Nagy presented plans showing three dwelling units and one commercial space on the first floor and said the applicant intends to lease six parking spaces across the street to address off-street parking needs. The contract purchaser and contractor, Massimo Clario, testified that he will provide the city with a copy of the lease for those off-site spaces; the board asked that a copy of the lease be provided to zoning so staff can track its continuity.
Board members noted that some elements of the proposal — including conversion and restoration of nonconforming uses — will require further review by city council as a conditional-use matter following the zoning hearing board’s finding. Nagy and the applicant said they would supply required documentation for building, fire and sewer review as needed.
The board closed the evidentiary portion of the hearing; no decision was made. The board will issue a written decision at the February meeting and staff advised the applicant to provide copies of any leases and to ensure required construction and life-safety reviews are completed before occupancy.
