City reports progress on wastewater spray-field, FEMA reimbursements and upcoming projects

Port St. Joe staff gave the commission a multi-part update on wastewater and grant-financing matters, reporting progress on the spray-field main-line installation, a lingering bottleneck related to filters, and movement on FEMA/HMGP reimbursement for earlier hurricane-related work.
Public Works staff said the main trunk line through the spray field should be complete near the end of the month, which will enable phased activation of spray zones. Staff cautioned that the system can treat about 1.17 million gallons per day (MGD) based on the current field size; opening additional zones increases throughput and allows service to more customers but filters must be delivered and installed before full capacity is available.
On grants and reimbursements, staff said the city’s reimbursement project for Clipper Sims (hurricane-related work) is in final review through the state consulting firm that assists with FEMA projects; staff stated they expect reimbursement within a month if the final review completes. For a larger, multi-million-dollar project, staff said contractor mobilization is advancing and monthly reimbursements of $250,000–$300,000 are likely once work reaches the reimbursable phase.
Staff also described operational items: a planned summer project to lower pond levels by controlling a gate approximately five feet, work on laterals and trunk lines in the spray field, and the need for periodic flushing to maintain water quality. The commission asked staff to keep the board informed on timing for the filters and any impacts on service delivery.
