City selects CEI firm for major roadwork; commissioners discuss speed tables for traffic calming

The commission voted 5-0 to award CEI services and authorized staff to execute the contract and schedule a pre-construction meeting. Staff projected a near-term mobilization of the prime contractor and monthly reimbursements to the city once the work advances under grant terms.
In related discussion, commissioners and residents raised neighborhood traffic concerns around Garrison Avenue, Long Avenue and 7th Street, citing increased traffic and shortcutting behavior. One resident urged the commission to consider “speed tables,” a traffic-calming device that is longer and lower than a conventional speed bump and intended to slow vehicles to 20–30 mph while allowing comfortable travel at those speeds. The resident said studies from other municipalities show speed tables reduce vehicle speeds without the harsher impact of traditional speed bumps.
City engineer (Max) and staff were asked to consult with the awarded contractor (Roberts) and to return with cost estimates for installing speed tables as part of current repaving contracts where feasible.
The CEI award and the speed-table discussion are part of a broader package of roadway and stormwater work tied to a larger grant-funded project and local matching funds. The commission asked staff to bring detailed cost estimates and implementation plans for any traffic-calming measures before adding them to active construction contracts.
