City Manager announces weekly street sweeping, ADA plan and multiple capital projects

City Manager Paulina Morales used the Jan. 7 City Council meeting to preview operational changes and capital projects for 2025, including the immediate start of weekly street sweeping and work on an ADA transition plan and multiple infrastructure projects.
Morales said weekly street sweeping began the previous Monday and that posted parking restrictions will be enforced. She said staff will return with an ordinance to enable broader enforcement of street-sweeping restrictions. “You’ll see the street sweeper on your streets moving forward on a weekly basis,” Morales said.
She outlined work on a citywide ADA transition plan: the consultant opened a public survey in December and received six responses; staff will draft a self-evaluation and transition plan and later bring it back for public comment and council adoption. Morales said the city was modernizing permitting and payment platforms to allow online submittals and that the city website will be improved for ADA accessibility and usability.
On capital projects, Morales said the senior center roof replacement and an annual curb, sidewalk and gutter repair program are expected to wrap up by the end of January. She said the residential street rehabilitation project is underway and that staff is in the design phase to relocate Fire Station 1 to the corner of Garvey and West Covina Parkway. Other projects include traffic-signal improvements, completion of the Azusa Sewer Lift Station, restroom upgrades at Friendship Park and LED lighting upgrades at several parks slated for summer 2025.
Morales also listed commercial activity and business openings: a Toyota dealership relocated to Garvey and Citrus and opened Dec. 26, with a grand opening planned for February 2025; Mercedes-Benz has a planned relocation that will come before the council Feb. 4; new restaurants and retail openings at Plaza West Covina and the Hyatt Shopping Center were also noted. Morales said staff is studying a desktop-replacement program for staff and improvements in permitting technology.
Council members asked clarifying questions; one councilmember asked about the legal basis for a procurement item later in the agenda and staff explained the city piggybacked on a state contract for purchasing food for senior meals (see separate item). Morales closed by highlighting a lineup of upcoming community events and encouraging residents to check the city calendar.
