Supervisors approve county toolkit and outreach plan to prevent domestic and intimate‑partner violence

The Los Angeles County Board of Supervisors voted Tuesday to direct multiple county offices to develop a multilingual, culturally responsive toolkit and public outreach campaign to prevent domestic and intimate‑partner violence and to report back with operational plans.
Supervisor Hilda Solis, who authored the motion with Supervisor Lindsey Horvath, said the action was prompted by a recent youth homicide in Azusa and by county data showing domestic violence remains a pervasive problem. “The Department of Public Health provides a survivor‑centered coordinated approach ... We must continue to identify opportunities to raise awareness and provide additional support systems,” Solis said.
The motion directs the Department of Public Health’s Office of Violence Prevention, the Domestic Violence Council and the Office of Women’s Health — in collaboration with the Department of Mental Health and the Los Angeles County Office of Education — to create a toolkit to be distributed through community‑based organizations and schools. The board asked that materials be available in multiple languages and be inclusive of diverse gender identities and sexual orientations.
The motion also requests a feasibility study from the Los Angeles County Sheriff’s Department on options to better coordinate responses to domestic and intimate‑partner violence. Board members emphasized the high overlap between intimate‑partner violence and homelessness and the need for survivor‑centered services, shelter beds and connections to benefits.
The motion was moved by Supervisor Hilda Solis and seconded by Supervisor Lindsey Horvath; it passed on a 5–0 roll call (Solis, Mitchell, Horvath, Hahn, Barger — aye).
Community organizations including the East Los Angeles Women’s Center, the YWCA of San Gabriel Valley, Moms Demand Action and multiple victim‑service providers spoke in support during public comment, underscoring outreach needs for limited‑English and non‑literate populations.
