Spanish Fork Council approves Healthy School Meals resolution, first-responder mental health contract and personnel policy updates

The Spanish Fork City Council on Jan. 7 voted unanimously to support a state-level effort to provide healthy school meals for qualifying students, approved a professional-services agreement to expand mental-health options for city first responders, and adopted revisions to the city personnel policy that add cybersecurity and generative-AI rules and expand cell-phone stipend options.
The council’s most prominent action was passage of a resolution backing the Healthy School Meals for All concept, a state-level measure Representative Tyler Clancy is advancing. Kira Olsen, who serves as Miss South Utah Valley Teen and came to the council to present the resolution, told the council the issue is personal to her after attending a town hall hosted by Rep. Clancy: “1 in 6 children in Utah have no idea where their next meal is coming from.” The council voted to adopt the resolution as presented.
Council members also approved an agreement with a provider of first-responder–focused mental-health services. City staff said the program supplements the municipal employee assistance program (EAP) by offering therapy modalities geared to first responders, including ART and EMDR, on an “a la carte” basis (pay as used). City officials said the contract will be paid, if needed, from a previously awarded Department of Public Safety grant for first‑responder mental‑health services; no new general-fund appropriation was required that night.
Council members approved personnel-policy updates that include: allowing new positions to receive a cell-phone stipend (current city phones may remain on the city plan until employees transition), adding a cyber-security and data‑protection section, and adding guidance and restrictions on employee use of generative-AI tools. Officials said the AI policy is intended to limit sharing of protected or proprietary data with free third‑party tools and to require use of approved, paid platforms when city data ownership is required.

Council members and staff said the collective votes were intended to shore up services and clarify internal procedures. City staff emphasized the first-responder agreement is intended as a supplement to existing EAP coverage and will be drawn on only when appropriate. The personnel-policy changes were described as administrative updates and compliance steps with state and federal law.
The council did not discuss any additional city appropriations for the measures approved that night; staff said the first‑responder services can be covered by an existing $25,000 Department of Public Safety grant, and policy changes do not require a new operating appropriation.
A city staff member said the council will circulate the adopted Healthy School Meals resolution to state legislators to support Representative Clancy’s work on the bill filed as House Bill 100.
