Enid approves transfer of Garber waterline segment and signs 10‑year purchase contract with Breckenridge

City staff described the transfer as a mostly administrative step that would allow Enid to move a water meter and take on responsibility for a short segment of line so Garber and Breckenridge could be served more reliably. The city said Garber already extended a 6‑inch PVC line in the corridor and that the proposed transfer would let Enid relocate a meter to 100 and Second Street and serve Breckenridge as an additional political‑subdivision customer.
Why it matters: staff said the arrangement will allow Breckenridge (about 75 customers) and Garber to obtain more secure water service while generating modest annual revenue for the city. City staff estimated roughly $25,000 a year in incremental revenue from the new meter when the connection is complete.
Commission discussion was brief. Commissioner Roberts said the towns are part of the region and “they work here, they shop here, they pay taxes,” and moved approval. The motions to accept Garber’s transfer agreement and to enter the Breckenridge water purchase agreement each passed 6–0.
