Council reviews proposed ARPA contract extension; staff to break out fees

At the Jan. 6 work session the council discussed a resolution (R‑35‑2025) to extend ARPA project management services with Thomas Michael LLC to cover reporting and closeout work through June 2025.
Staff member Mr. Stewart said the extension would keep current project management support in place until ARPA reporting deadlines are complete. "I would like to work with Mr. Hemlock up until June just to make sure that we cover all that needs to be done," Mr. Stewart said, referring to the contractor currently providing services.
Council members sought clarification on the contract amounts. One councilmember asked whether the $127,000 referenced in materials was the total previously paid; staff replied that $108,000 had been paid previously and that the packet number included that amount. A councilmember also noted an alternate figure mentioned in the meeting — $119,000 — and asked staff to break out the totals so the council and public would know how much additional money would be authorized.
Mr. Stewart said staff would provide a clear accounting of what has been paid, what is proposed and the incremental cost of the extension.
No vote on the resolution was recorded during the work session; council members asked that staff produce a detailed fee breakout and return with that information before a formal vote.
