• Impact fee subsidy for Habitat for Humanity (Item F, Rodeo Subdivision): The council removed this item from the consent agenda for brief remarks and approved an impact-fee subsidy to support an 18-home affordable homeownership development called Rodeo Subdivision in the Sunnyside neighborhood. Housing staff read a statement from Habitat for Humanity Tucson’s CEO Charlie Buchanan describing the 1.93-acre project and thanking the city for gap/fee-subsidy support. • Liquor-license items (Item 5): The council voted to forward three new-license applications, two person/location transfers and three special-event license applications to the Arizona Department of Liquor Licenses and Control with a recommendation of approval, with staff advising all applications met city requirements.
• Selection of vice mayor (Resolution 23867): The council selected Council Member Santa Cruz as vice mayor by unanimous vote (7–0). The motion included a separate direction for Council Member Lee to serve as lead liaison on federal matters in the motion language recorded during the meeting. The resolution passed 7–0.
