Supervisor Wayne Jesse moved to approve the appropriation; Supervisor Randy Crittendon seconded. Roll call was unanimous in favor and the board approved the distribution. Staff said additional proffers from ongoing development would be brought forward annually for re‑appropriation.
Clarifying note: Staff said proffers are restricted by the agreements made at rezoning or development approval and must be used for capital items related to growth impacts; the board cannot reassign amounts that were contractually dedicated to a specific purpose without further legal review or agreement with the proffer language.
