Adam Manning, Chief Procurement Officer, and finance staff described an emergency procurement and a follow-up no-cost extension with AVAP USA LLC to support the city’s Workday platform. Manning said the original emergency contract was for $594,980 and the extension brought the engagement through May 30, 2025 for remediation and staff training on financials and the grants module.
