The Planning Commission recommended the rezoning to the Board by a 6–1 vote after public comment and a discussion that centered on outdoor amplified sound, legal limits of B-1 zoning and the character of the rural neighborhood. Planning staff said the application has seen multiple rounds of public feedback and that the applicant voluntarily offered proffers to address neighbors' concerns.
At the Planning Commission public hearing, Felix Shapiro, the applicant, described long engagement with neighbors and said he had reduced on-site accommodations substantially from early plans and would pursue a historic renovation of the 1946 school building.
