The Village Board on Wednesday unanimously approved a contract to replace street lighting in the northwest area of Shorewood and deferred a separate decision on use of Tax Increment District (TID) 1 extension funds.
The board awarded the phase‑1 2025 streetlight replacement contract to Alcon Construction LLC for $1,693,771.64. Trustee Stokbrand moved the award; Trustee Kudo seconded the motion, and the board voted in favor. The village manager and finance staff said construction is expected to begin in the spring and that the village will borrow to cover the construction costs, with bond proceeds anticipated in March.
Trustees asked staff about the project schedule, geographic coverage and communication plans. Staff said the phase covers the far northwest area of the village and that the project will follow the village’s standard communications practice: a mailed invitation to a public information meeting, a project website, weekly email updates for subscribers and door notices where property impacts are anticipated.
Separately, the board received a recommendation from Budget and Finance committee on possible uses of additional increment from the TID‑1 extension, including housing‑stock improvements and affordable housing. Several trustees said they preferred more time to consider the options; two trustees were absent. Trustee Stokbrand moved to defer consideration until the board’s next meeting to allow all trustees to be present and to provide staff time to incorporate any decision into the long‑range financial plan. The motion to defer passed without objection.
