International Falls council accepts utility management plan, sends public works rehab back to committee

The International Falls City Council on Monday night accepted a financial management plan for city utilities prepared by Northland Securities and sent the proposed rehabilitation of the Public Works and Vactor garages back to the council’s Public Works Committee for further review.

The council vote to accept the Northland plan passed with three members in favor, one opposed and one abstention. Councilor Kaler moved to accept the plan; Councilor Buller seconded the motion. The mayor announced the result as "3 yes, 1 no, 1 abstain." The council’s discussion made clear that adopting the plan does not itself raise utility rates; any rate increases would require future ordinances and separate votes.

Why it matters: the plan lays out options for financing capital work on the city’s water, sanitary and storm systems, including a schedule that, if followed, would raise customer bills substantially over time. Councilors and staff said the study is intended to give the city choices for maintaining safe water service and positioning the city to seek state assistance, but they also highlighted the burden higher rates could place on local households.
