Board committee reviews policy updates including calendar rules and 9/11 moment-of-silence requirement

The policy committee reviewed a bundle of policy updates for first reading that would align district policy with recent state legislation and routine operational changes.

Assistant Superintendent Dawn Harris summarized the updates. Policy 803 (school calendar) was updated to reflect Act 56 of 2023, which allows districts to use hours of instruction rather than a days-based measurement. Policy 807 (opening exercises/moment of silence/flag displays) was updated to incorporate Act 25 of 2024's requirement that schools include a moment of silence on Sept. 11 as a remembrance. Policy 317.1 (educator misconduct) was revised to reference collaboration with the Title IX coordinator where appropriate. Harris noted policy 011 (principles for governance and leadership) requires annual review though no substantive changes were proposed.

The committee discussed the process for adopting policies and the PSBA (Pennsylvania School Boards Association) re-adoption notification process. A board member asked why a second reading was needed if there were no substantive changes; the solicitor and committee members said board practice and policy-adoption rules call for two readings and that posting a new policy date is technically a change.

A committee member asked whether other historical remembrance days will be treated similarly; administrators said the Sept. 11 requirement is statutory and that building principals regularly include age-appropriate morning announcements and remembrances for other events.

The policies were forwarded as first readings and will return to the board for a second reading and vote in accordance with the district's policy-adoption practice.
