Arts commission to issue RFP for master arts plan after $25,000 ArtsNow matching grant

The Stow City Arts Commission reported that it has secured a $25,000 matching grant from ArtsNow’s ArtsForward program to develop a master arts plan and plans to issue a request for proposals (RFP) this month.
Drew Cena told commissioners the RFP will give applicants 30 days to respond and that the commission plans to review submissions in February. He said the city intends to select a contractor and, assuming grant and contractor timelines align, “this will probably launch probably in May of this year.” Depending on the contractor’s proposed schedule, Drew said the master plan could take six months to a year to complete.
Drew also provided an update on a separate placemaking RFP process: the commission received two proposals in the initial round, one of which was well over the commission’s budget estimate. The commission has asked that proposer to rescale their design; if the scaled design is not acceptable, Drew said the city may re-issue the placemaking RFP. He added the delay may help funding opportunities because the change puts the project in a new grant cycle year.
Commissioners asked clarifying questions about scheduling and next steps; Drew said he will return with contractor submissions and renderings for the Arts Commission’s input before proceeding with contract award.
No formal contract award or adoption of the master plan occurred at this meeting.
