City staff described widespread power, internet and cellular outages and damage to public and private infrastructure from the weather event. The proclamation, issued earlier by the city manager under the city code, authorizes emergency powers to contract for services and procure equipment necessary for response and recovery. Staff told council the city’s code allows the city manager to immediately issue such a proclamation and then bring it to council for retroactive approval at the next regular meeting.
Council approved the proclamation by voice vote. Staff said the proclamation will continue until council later terminates it; staff are discussing the appropriate termination timing and will return with a recommendation.
Why it matters: Approval preserves the city’s authority to use emergency procurement and response measures implemented since the storm. Staff said the declaration also supports reimbursement efforts; at the meeting the city manager reported the governor has declared a state emergency for the event and staff are submitting documentation to the state and FEMA for possible federal assistance.
Next steps: Staff will recommend a termination date for the proclamation in a future council meeting and continue submitting documentation to state and federal agencies for possible reimbursement.
