Troy council adopts sale-authority resolution and approves ODOT paving consent; committee reports recommend roofing and water-meter contracts

Troy City Council on Jan. 6 adopted two resolutions and received committee reports recommending several procurement actions.

Resolution R1-2025, authorizing sale during calendar year 2025 of municipally owned personal property by internet auction pursuant to Ohio Revised Code Section 721.15(d), was read, moved for suspension of the rules by Councilmember Bobby Phillips (seconded by Councilmember Jeff Schilling), and adopted by roll call. Council then moved to adopt the resolution (moved by Councilmember Jeff Witten; seconded by Councilmember Samuel Pierce); the clerk recorded the motion as adopted.

Resolution R2-2025 authorizes the city’s consent and cooperation with the Ohio Department of Transportation for the Urban Paving Program project to improve a portion of West Market Street (Grant Street to Horizon Court). The city will pay up to $445,232 toward the project. The resolution was read as an emergency measure, a motion to suspend the rules carried (moved by Councilmember Bobby Phillips; seconded by Councilmember Samuel Pierce), and the resolution was adopted on a roll call vote.

Committee reports read into the record summarized recommendations and prior council action: the Buildings and Utilities Committee recommended preparing legislation to solicit bids and contract for two roofing projects (City Hall and the central maintenance and service facility) and to contract for the 2025 supply of water meters and miscellaneous water-meter parts. The Community Partnerships Committee recommended preparing an agreement with the county for the Village of Cass Town Waterline Extension Project funding and the city’s payment of part of the project up to $1,500,000. The meeting minutes and prior resolutions were also recapped, including references to previously adopted resolutions for water meters and roofing projects.

Other items recorded on the agenda: appointments to boards and commissions (income tax board of review, CIC, economic development revolving loan fund review committee), and city announcements including Martin Luther King Day facility closures and holiday schedule adjustments for refuse and recycling.

Councilmembers publicly thanked public works and service staff for snow removal; a councilmember commended the service and safety director for responding on social media to citizen questions.

No additional formal council actions were taken on the roofing, water-meter, or Cass Town funding recommendations at this meeting; committees requested legislation be prepared for future council consideration.
