Committee reappoints Mark Chanchozzi to Code and License Appeals Board

The Nominations and Appointments Committee voted Monday to reappoint Mark Chanchozzi to the City of Redding’s Code and License Appeals Board.

Chanchozzi, the applicant, told the committee the board hears appeals from property owners who contest city code violations and that recent cases have focused on seizure and destruction of all-terrain vehicles and motorcycles used illegally on city streets. “It’s a lengthy process in my opinion. I think it’s a fair process, really,” Chanchozzi said during the interview.

The interview was led by Counselor Chris Miller, with Counselor Vanessa Campos and Counselor Wesley Butler participating. Committee members asked Chanchozzi about the board’s composition and the efficiency of hearings. Chanchozzi said he believes the board’s membership is set by ordinance and described the hearing process as an intermediary step between alleged violators and the formal court system; he emphasized the board lacks authority to impose criminal penalties.

Chanchozzi said he has served on the appeals board for roughly three years and estimated the board heard about four appeals during his term, most concerning seized ATVs and motorcycles. He added that he and his wife previously owned rental properties and that landlord-tenant matters have been rare on the board’s dockets: “We have had maybe one [landlord-tenant] in the past,” he said.

After the interview, committee members expressed support for Chanchozzi’s reappointment, citing his familiarity with the board’s process and his experience owning rental properties. Counselor Wesley Butler said Chanchozzi “definitely knows about the process” and noted his commitment to the board. Chair Chris Miller called for a vote; all members present voiced “aye,” and the committee recorded the vote as passed. Committee staff said the reappointment will be placed on the full council agenda for formal action the following Monday.

Clarifying details provided during the interview included Chanchozzi’s estimate of about four hearings during his tenure and that the board’s meetings and hearings are infrequent, typically convening only a few times per year. Committee staff said applicants will be notified of next steps and that Chanchozzi did not need to attend the council meeting on Jan. 13.

The committee’s action forwards the reappointment to the City Council for final confirmation; no council vote occurred during the committee meeting.
