City plans to rename Planning, Engineering & Building Services to 'Community Development'; Trailhead leases and 2025 satisfaction survey discussed

Lisa, who leads the city’s planning/engineering/building services functions, told council members staff plans to rebrand the department from “Planning, Engineering & Building Services (PEBS)” to “Community Development.” She characterized the change as a “relatively light lift,” describing updates such as new business cards, permit letterhead and online references; no formal council ordinance or vote was required for the name change, which staff said will be implemented administratively.
Staff also updated the council on the Trailhead lease timeline. The two proposed restaurant leases were not on the Jan. 7 agenda for final approval because staff and legal wanted formatting and legal-review issues clarified; staff said both lease items will be on the Jan. 21 agenda for council consideration.
City staff announced details of the 2025 community-satisfaction survey. The city plans to send an initial invitation to 1,500 randomly selected households from the city’s approximately 4,810 households; if response rates are insufficient, staff said they will mail additional batches of 1,500. The target response goal discussed was roughly the same sample target used in prior years (the staff report cited a previous-year response of about 175 and an intent to reach a substantially larger, statistically significant sample.) The survey in 2025 will be strictly digital (no mailed paper surveys) and staff said they hope to report results earlier in the year to inform the 2026 budget-development cycle.
The council heard a brief “quarter 4 donations” report from the city clerk that noted the seasonal gifts and previously approved donations (purple-heart sign and a monetary donation to the police department). Kelsey (city clerk) said the donation spreadsheet had been provided to council members.
No formal council votes were required or taken to implement the department renaming or the survey rollout at the Jan. 7 meeting; staff will carry out the administrative changes and return lease items and any budget implications to the council as appropriate.
