Council approves personnel appointments, leave and contracts; transfers investment funds to general fund

Appointments and personnel actions: The council approved the appointment of Eric Mould as the new floating team leader in Public Works; the selection was proffered by Aspen Local 454 under the city–union process and then approved by the council. Councillor Freehley moved the approval; Councillor Motley supported the motion and the council voted by voice to approve.
Leave of absence: Councilors approved an unpaid leave of absence for a dual-role firefighter / EMT through Feb. 17, 2025. Staff said the personnel policy allows unpaid leaves up to six months; councilor Paulson asked how long this employee has been on leave and staff indicated this is the second or third short extension at two months. Councillor Johnson moved the approval; the motion was supported and passed by voice vote.
Concrete crushing contract: The council approved a resolution awarding the bid for concrete crushing used to produce modified class 5 material for road repairs and overlays. Public Works noted the cost-splitting arrangement with utilities (about 50/50) and explained crushed material reduces future purchase and trucking costs. Councillor Johnson moved the resolution; support came from Councillor Motley and the resolution carried by voice vote.
Investment transfer for streets project: The council approved Resolution approving transfer number 1 to move funds from investment accounts held in a 4M account to the city's general fund to support the 2024 street project. The finance director said certain certificates of deposit mature Jan. 31 and staff coordinated with the 4M investor to time transfers; Councillor Johnson moved the resolution and Councillor Beyonditch supported it; the motion carried by voice vote.
