Pine County organizes for 2025: Moore elected chair, Ludwig vice chair; board approves committee assignments and calendar

The Pine County Board of Commissioners held its 2025 organizational and regular meeting Jan. 7 and selected leadership, assigned committees and adopted a meeting calendar.
Commissioners elected Josh Moore as chair for 2025 and Matt Ludwig as vice chair. The board conducted roll-call voting on the chair and then on vice chair nominations. After the votes the clerk announced the elected officers.
The board discussed and assigned dozens of committee and external-board seats that were previously held by departing members. Commissioner discussion focused on splitting the list of appointments so no single commissioner bore a disproportionate number of assignments; commissioners volunteered for positions and alternates and staff recorded the assignments.
The board approved the county'wide meeting schedule for 2025 (first and third Tuesdays of each month, with specified committee schedules as printed in the board packet). Commissioners noted standing committees may set alternate meeting dates depending on members' availability.
The board also approved several routine meeting items by roll call, including minutes from Dec. 17, 2024; boards/committees reports; and the consent agenda. Two Extension Committee members, Mary Lang and Ruth Carlson, were reappointed. The board also appointed Carol VanderHawk to the East Central Regional Library Board of Trustees to fill a vacancy.

Why it matters Organizational votes and committee assignments determine who represents the county on intergovernmental boards and which commissioners will steward ongoing policy areas such as land, transportation and health and human services.
What the board said County Administrator Dave Menke asked the board to add appointments (East Central Regional Library and Arrowhead Transit) to the agenda. "We have a couple of additions," Menke said during the agenda review, listing the library appointment and a transit appointment.
Commissioners discussed dividing former Commissioner Terry's assignments among several members. "I don't particularly think it's fair just to hammer all of them on to Commissioner Nelson," one commissioner said while outlining a proposed distribution.
The board scheduled Committee of the Whole topics for the year and asked commissioners to suggest district locations for meetings; staff cautioned that remote participation may be unreliable in remote venues and recommended in-person-only meetings where technology is not available.
