The West Bend Plan Commission took action on several minutes items during its Jan. 7, 2025 meeting, approving zoning and land-use amendments, conditional use permits and site-plan decisions. Below are the actions taken and brief context. Public hearings were held as required; most items passed by voice vote.

- TRS Real Estate (Spathe Street & Main Street): Land-use amendment (commercial to mixed use for ~6 acres) and zoning map amendment (B1 to MXD for ~8.2 acres) — both approved after a public hearing. Owner seeks a mixed commercial/residential development; staff recommended approval. (Agenda items 5 and 6)
- 260 Sand Drive (VFW Post 1393 / SALT Communications): Conditional use permit to install a new wireless antenna array and ground equipment, including a backup generator; approved. Staff noted the tower height is unchanged and the new antennas would be installed below existing arrays. (Conditional use approved with listed conditions.)
- 1624 Barton Avenue (Daisy’s Sweet Treats LLC): Conditional use permit for a bakery in a neighborhood business district (B5). The applicant provided hours of operation, staffing (two employees) and on-site parking for five stalls including one ADA stall; staff recommended approval and the commission approved the CUP.
- Regal Ware, Inc. (1100 Schmitt Road): Site-plan approval and conditional use permit to allow paving, grading and filling activities in the flood fringe overlay (FFO) as part of a parking-lot reconfiguration. Staff said the project increases flood-fringe storage based on the applicant’s calculations and recommended approval contingent on engineer certification and listed conditions; both site plan and CUP were approved.
- Concept plan — Brake Equipment (West Progress Drive & Sylvan Way): The applicant presented a conceptual design for business condos and cold-storage buildings and received general feedback from the commission to internalize loading doors, reduce fencing and refine building aesthetics; no action required.
- West Bend Municipal Airport right-of-way (We Energies): The commission voted to forward to the Common Council a request to create a right-of-way at the airport to allow We Energies to place gas and power services to existing and future hangars; staff said the ROW will help limit city relocation costs on future projects. Motion to forward/approve was carried.
What this means: Most approvals were routine and included standard conditions (site-plan requirements, engineer certifications, landscaping). The concept plan drew design feedback but required no permit at this stage. The airport ROW will next be considered by the Common Council.
