The commissioners approved a $1,560,000 contract with D. Pelkin Holdings (DBA Corrections Technology Group) to upgrade camera and security systems at the Thurston County Correctional Facility and Family Juvenile Court; the contract allows amendments up to 10%.
Thurston County commissioners on Jan. 7 approved a $1,560,000 contract with D. Pelkin Holdings, doing business as Corrections Technology Group, to install and upgrade camera and security systems at the Thurston County Correctional Facility (TCCF) and the Family/Juvenile Court (FJC).
Thomas Tremke, capital project manager for Central Services, told the board the work covers cameras, doors, intercoms and a new control panel to operate the systems. Commissioners and staff said the bid came in well below the project construction estimate: the construction estimate was about $3,300,000, while the contract awarded was for $1,560,000. Tremke confirmed the vendor had affirmed the bid price and that it is intended to cover the work and deliverables.
During discussion commissioners noted the funding split: roughly $1,048,000 of the contract is allocated to the Thurston County Correctional Facility and about $511,000 to the Family/Juvenile Court. Commissioners asked whether the FJC work is a single-phase project or would require additional work; staff said the current contract is expected to cover FJC needs but did not rule out future additional phases if needs change.
The motion to award the contract authorized the interim director of Central Services to execute the contract and any amendments that do not exceed 10% of the contract value. Commissioners called the vote; the motion carried.
The item was presented as Department Item 5a on the Jan. 7 agenda; staff said the upgrades respond to long-standing security and safety needs at the facilities.
