The Green River City Council on Monday approved several routine and capital items, including adopting the 2024 International Code Council building codes, releasing construction retainage for a local street project, authorizing engineering services for Bridger Drive reconstruction and obligating the city to a grant cost share for school ADA work.
The council approved on second reading an ordinance amending Chapter 7 (Building and Building Regulations) of the City Code to adopt the 2024 International Code Council Building Codes. Councilman Berg moved the ordinance on second reading; the motion carried unanimously.
In financial and administrative actions, the council adopted a resolution designating the city’s bank depositories and confirming required collateralization under state statute. City staff told the council this is an annual housekeeping step required by state law to identify financial institutions that have pledged collateral for city deposits.
On construction matters the council approved release of retainage for the Faith and Evans Drive reconstruction project, authorizing payment of $91,245.86 to Kilgore Companies LLC, doing business as Lewis and Lewis Incorporated. Councilman Chetrick moved the release; council discussion raised warranty questions about asphalt placed late in the season. Staff said the contractor provided a five-year warranty on the asphalt and base materials.
The council also authorized a professional services agreement with Inberg Miller Engineers (IME) to perform subsurface investigation, surveying and design engineering for the Bridger Drive Reconstruction Project. The contract carries a not-to-exceed cost of $139,625; staff said the design work is intended to allow the project to be bid in May–June and constructed in fiscal year 2026.
Separately, the council voted to enter a subrecipient agreement with the Wyoming Department of Transportation (YDOT) under the Transportation Alternatives Program for American with Disabilities Act upgrades at Green River Schools. The grant requires a 9.51 percent local match; the council authorized the city’s match of $32,754.44 and authorized the mayor to sign the agreement.
In organizational business, the council appointed Ron Williams and Gary (last name not specified in the record) to the finance committee. The council also elected Mike Shetland as council president and Robert Burr as vice president during the meeting.
