Northumberland County commissioners approve payrolls, ARPA purchases, ratify technology buys; one redevelopment appointment fails

The Northumberland County Commissioners on Tuesday, Jan. 7, approved routine payrolls and bills, authorized multiple uses of American Rescue Plan Act funds and ratified technology and communications purchases while appointing several members to the county redevelopment authority; one appointment failed for lack of a second.
The panel voted to pay two payroll runs — payroll number 25 for $745,723.27 and payroll number 26 for $719,089.43 — and to pay county and liquid fuels bills totaling $7,574,346.10 for the period Nov. 23, 2024 through Jan. 3, 2025. Commissioners also authorized an increase in the county mileage-reimbursement rate from $0.67 per mile to the IRS standard rate of $0.70 per mile for 2025.
The board authorized recurring monthly payments for 2025 of $12,597.75 to the Central Susquehanna Extension Association (affiliated with Penn State Extension) and $4,638 to the Northumberland County Conservation District. It also authorized the chair to sign the 2025 certification of county funds form designating $10,000 to the county agricultural land preservation program.
As ratifications, commissioners approved purchases with Dell Technologies for 911 desktop equipment ($13,194.67) and a server for scanned documents ($16,824.98); communications equipment from Moyers Electronics ($9,859.36); and small equipment items from Amazon ($597.32). The board also authorized the chair to execute an agreement with RBA Professional Data Systems of State College for a new application server for the assessment department.
Using American Rescue Plan Act (ARPA) funds, the board approved up to $24,000 for 911 equipment, $172,175.51 for document scanning and a related server serving multiple departments, and $34,000 for servicing the Northumberland County Jail water and wastewater system. County staff clarified in the meeting that the ARPA money being ratified is drawn from the county’s ARPA allocations and not the county general fund.
On appointments to the Northumberland County Redevelopment Authority, commissioners ratified appointments of John Wiscavage (one-year term, Jan. 1–Dec. 31, 2025), Joseph (Joe) Murielo (three-year term, Jan. 1, 2025–Dec. 31, 2027), Richard Cooper (four-year term, Jan. 1, 2025–Dec. 31, 2028) and Heather Maleski (five-year term, Jan. 1, 2025–Dec. 31, 2029). A motion to appoint Bree Applebaum to a two-year term (Jan. 1, 2025–Dec. 31, 2026) failed when a commissioner sought to table the appointment over an issue related to her private residence and no second was offered.
The board also approved a motion to renumber Resolution R31-24, previously authorized Dec. 3, 2024, as Resolution R33-24, and adopted Resolution R01-25 (GRAMA amendments, revisions, grants, leases and reports as listed in the meeting packet). The meeting packet also announced a coal-lease extension request from Blue Ridge Mining LP for 2025 and upcoming meetings including a prison board meeting on Jan. 8 and a work session on Jan. 21.
