Henderson County awards 2025 culvert-pipe contracts; Hamilton Supply named primary HDPE vendor

Henderson County Commissioners Court voted unanimously Thursday to award the county's fiscal year 2025 culvert-pipe contracts, designating Hamilton Supply as the primary vendor for HDPE and HDPP pipe and Wilson Culverts as the primary supplier for corrugated (listed in the bids as "steel") pipe.

The awards, presented by county staff, follow a formal bid opening that yielded four responses: Wilson Culverts, Hamilton Plumbing Supply, Smith Lumber, and Cowboy Headquarters. Commissioners discussed material types and availability, including the county's preference for HDPE in many applications and a smaller number of corrugated pipe purchases.

County staff said the Wilson bid covered corrugated pipe only and that Hamilton offered the most competitive pricing for HDPE and HDPP. Commissioners agreed to name Smith Lumber as the secondary vendor for HDPE/HDPP and Cowboy Headquarters as the secondary for corrugated pipe. Commissioner McCam moved to approve the awards; Commissioner Richardson seconded the motion, which passed unanimously.

During discussion, staff and commissioners noted practical procurement considerations: keeping a primary and at least one secondary vendor to ensure supply during emergencies and to allow precincts to check neighboring inventories before placing new orders. Commissioners also discussed bid line items such as delivery charges included by Smith Lumber and historical use of Hamilton as a vendor.

The court's approval sets contracting priorities for culvert purchases in 2025; no dollar totals were specified in the bid summary presented to the court.

The court adjourned shortly after the vote.
