The Lowell Conservation Commission granted a Negative 3 determination on Jan. 3 allowing property owner Paula Grievous to widen a driveway at 105 Boulevard Street.
Grievous told the commission she intends to widen the driveway to fit two cars side-by-side and to install a pathway to the front stairs. She said the property is on a 100-year floodplain, which is why she filed with the commission. Commissioners reviewed distance to the regulated wetland buffer and concluded the work would be outside the 50-foot buffer zone and therefore would not require conditioned mitigation beyond standard permitting.
A motion for a Negative 3 determination was made and seconded; commissioners voted in favor and staff told the applicant she may proceed to pull the necessary city permits and contact the commission office with any questions. The commission noted the applicant should follow typical erosion-control measures during construction on slopes or floodplain soils.
