Stephenson County circuit clerk Miss Cardell reported that the county received a 2024 Self‑Represented Litigant (SRL) grant and that the county was awarded one of its Disability Accessibility Improvement Grant requests for courthouse improvements.
"On the back page. It has the 2024 SRL grant, which is the self represented litigant grant. That was something that I applied for and got last year," Cardell said, describing the grant funds as eligible for items that help people who represent themselves in court (for example, printed forms and copy fees).
Cardell said the disability grant award will fund construction of an ADA‑approved bathroom in the courthouse basement; the sheriff has issued a request for proposals and the project will proceed soon. Cardell also reported a new employee starting at the traffic desk and that a union contract is complete and signed.
The report included a discussion of long‑standing assessed fines and fees dating back to 1989; Cardell described the total assessed amount as cumulative since 1989 and distinguished it from the portion actually collected to date.
No formal action was taken on the grants during the meeting; the clerk provided the update as part of the reports section.
