Boswell meeting awards landfill site-building contract to Genesis Contracting Group and approves engineering task order

The Boswell meeting passed Resolution No. 74 to award a construction contract to Genesis Contracting Group of Lincoln for $4,052,000 for site buildings and customer drop-off components at the city landfill south of the current facility. The board also passed Resolution No. 75 to authorize Task Order No. 23 with Burns McDonald Engineering Company Inc. for professional services, including emissions sampling, groundwater monitoring and on-call work, with a fee ceiling of $84,800.
The contract award followed a competitive bidding process. City staff reported three bids for the building package, ranging from $4,052,000 to $4,799,000; the engineer’s estimate had been $6,141,000. “Bids came in significantly less than the engineer’s estimate,” a staff presentation said, noting the low bid from Genesis was checked and recommended by the city’s engineers.
City staff described the scope for the Genesis contract as construction of the scale house, customer drop-off and related site buildings for the new cell and access roads on the south side of the road that serves the current landfill. The item was presented as a separate bid package from the earthwork package approved earlier to match differing contractor specialties.
For Task Order No. 23, the Burns McDonald agreement covers 2025 routine monitoring and additional testing tied to opening the new south-side site. Staff said groundwater monitoring costs are higher this year to establish a baseline for the new site and that monitoring costs should fall in subsequent years depending on actual work billed.
Both resolutions passed without discussion; the roll calls were recorded as 8–0 in favor.
Boswell members and staff said alternates in the bid packet were included as options if needed but that staff did not recommend accepting alternates because the low bid should allow the work to fit within the overall project budget.
The meeting then closed the Boswell agenda and transitioned to the city council session.
