Highway staff seek pay reclassification for civil engineers; pipeline-response training announced

Bloomington — At the Jan. 7 meeting of the McLean County Land Use and Transportation combined committees, highway staff said they will ask the county Finance Committee to reclassify the civil engineer job grade to improve recruitment and retention, and county leadership reminded members of a voluntary pipeline-response training scheduled later in January.
Jerry, McLean County Highway Department staff, said the department has had a persistent hiring problem: one civil engineer left in October for higher pay, and two civil engineer positions have been difficult to fill. After advertising, staff received two applicants for open positions; one was not a good fit and the other lacked an engineering degree. Jerry said the department is not seeking additional positions but rather wants to raise pay grades to be competitive with neighboring counties and private employers.
Administrator Taylor noted a Paradigm Pipeline Response Training event on Jan. 23 at the DoubleTree Hotel. Taylor said the program is a consortium of pipeline companies and emergency responders; it includes sessions on what elected officials should and should not do in the event of a pipeline incident and is intended to familiarize local officials with emergency-management roles. Attendance is voluntary and requires registration; lunch and informational materials are provided.
Phil, planning department staff, provided a brief permit summary, noting that 30 residential permits from 2024 remain in process. Phil also reminded committee members that the BES ordinance will appear before the Zoning Board of Appeals at a 7 p.m. hearing on the upcoming Tuesday.
No formal committee actions were taken on personnel pay at this meeting; the reclassification request is scheduled to go before the Finance Committee for consideration.
