Justice Committee approves $505,848.87 in bills and a slate of contracts and grants

The McLean County Justice Committee approved routine bills, several contracts and grant items and authorized invoice payments during its meeting.
On the consent agenda, committee members approved payment of $505,848.87 in bills and the minutes from recent meetings after a motion by Member Reeves and a second by Member Mendoza. Chair Wigau announced the ayes and the motion carried.
The committee approved a maintenance agreement with IDEMIA Identity and Security USA LLC for system maintenance; a grant agreement with the Illinois Emergency Management Agency and the Office of Homeland Security to cover emergency management expenses; and a renewed intergovernmental agreement between McLean County, Olympia Community Unit School District 15 and the McLean County Sheriff's Office for a school resource officer. Member Allison stated she would abstain from the school-district vote because of family connections; the motion passed with one abstention.
Administrator Taylor described a change request to the county's existing contract with Mission Critical Partners for additional work on the county's Aegis electronic case-management system and said the change could be covered within the current budget. The committee approved the change request.
The Neutral Site Custody Exchange and Supervised Visitation Center agreement, a long-standing contract operated by Brightpoint at the Law and Justice Center, was renewed as an amendment to the existing agreement.
Court Services reported that McLean County was selected as a subrecipient for the Swift Certain Fair Grant Program through the Administrative Office of the Illinois Courts and federal partners. Miss Montoya said, “the grant, for federal fiscal year 2025 is 90,300 and the total amount of the award for 3 years is $275,350.” The committee approved the subrecipient grant agreement.
Court Services also sought approval to pay outstanding invoices tied to a Bureau of Justice Assistance federal grant handled through the Center For Youth and Family Solutions (CYFS). Miss Montoya told the committee the county had an outstanding balance that required additional documentation and auditor review and that staff had provided repeated documentation to the county auditor. She said the auditor had made partial payments but that an outstanding amount remained; the committee voted to approve payment of the invoices so the county could draw down federal funds before the federal close-out deadline.
The Children's Advocacy Center (CAC) and CASA program received routine approvals: the VOCA continuation grant for fiscal year 2025 was approved, and the committee heard information items on a CAC director reclassification and added CASA FTEs tied to a Logan expansion; those personnel actions will be considered by the finance committee.
