At a Utility Board meeting in council chambers, Garrett Kavanaugh presented the bids after the board rebid the project. The bids announced were: Crooks Excavating — $459,400; Howard Excavating — $85,860 (as reported at the meeting); and Complete Contractors — $135,318. Kavanaugh said hard-copy bids would be delivered to staff and that electronic copies would be circulated to board members.
The board voted to take the three bids under advisement so staff could verify that each proposal met the bid specifications and return with a formal recommendation. The motion carried on a voice vote; all present voted in favor.
Board members asked staff to confirm that each bidder covered the requested specifications, and staff said they would review the scope and follow up with a recommendation. No contract award or further action was taken at the meeting.
The next step is for staff to complete the specification review and present a recommendation at a future board meeting.
