GIS staff and other department representatives briefed the Budget Board on a proposed countywide asset-management platform (Novox) that would handle inventory, infrastructure assets, workflows and a public-facing portal.
Presenters said the product can capture streets, culverts and other infrastructure spatially, track equipment loans, provide contract reminders and host a public portal for certain types of county data. A rough cost estimate cited in the discussion was an initial one-time setup and first-year configuration and licensing figure in the range of roughly $60,000–$66,000 with an annual renewal fee subsequently in the low five-figure range (a speaker described a renewal of about $29,500 previously discussed). Staff said rates may change in the coming year and that a formal vendor quote would be required.
Board members asked for a formal proposal that compares the Novox approach to alternatives such as leveraging the county’s existing Munis asset records, lists implementation costs and recurring fees, and confirms compliance with statutes and State Auditor requirements about which office holds official asset records. GIS staff agreed to prepare a written proposal with cost comparisons, data-integration options (APIs) and recommendations for governance and next steps.
No funding was committed at the meeting; the board asked staff to return with a proposal that includes costs, anticipated savings or efficiencies, and any statutory issues related to recordkeeping.
