Board approves revised student-activities policy after debate over homeschool and HOPE scholarship eligibility

The Berkeley County Board of Education on Jan. 7 approved an update to the district's student-activities policy that adds academic-eligibility language, a 2.0-grade standard and explicit rules for homeschooled students, HOPE scholarship recipients, microschools and learning pods to participate in extracurriculars.

Board members and staff debated how the district will verify academic eligibility for nonenrolled learners, with several members warning the rules could create accountability gaps that expose teams to disqualification challenges. Dr. Branch, who presented the revision, said the new Section 3 "includes the academic standards for participation, you know, having the 2.0 and how that's calculated and then also the inclusion of homeschool, HOPE scholarship, micro schools and learning pods in terms of participation in extracurricular activities."
