Seminole County delegation approves Oviedo local bill to allow alcohol consumption in designated park; elects 2025 officers

The Seminole County legislative delegation voted Wednesday, Jan. 8, 2025, to approve minutes from its previous meeting, unanimously elected new officers for 2025 and passed a local bill from the City of Oviedo that would allow certain alcoholic beverages to be carried off premises within a defined area around Oviedo in the park during festivals and events.
The delegation unanimously elected Representative Susan Placencia as chair, Representative Doug Bankston as vice chair and Representative David Smith as secretary for 2025. Earlier in the meeting members voted to approve the minutes of the Oct. 30, 2023, delegation meeting. The votes were taken by voice and the chair declared the ayes carried for each action.
Patrick Kelly, assistant city manager of Oviedo, told the delegation the proposed local bill would amend Florida statute "561" to permit alcoholic beverages that are normally consumed on premises to be carried and consumed in a specified area of Oviedo, including Oviedo in the park and nearby commercial properties, during city-approved events. Kelly said the measure also would permit businesses in the designated area to pour alcoholic beverages into a city-designated cup that customers could take off premises for consumption during festivals and events.
Kelly said the bill's passage by the Legislature would not immediately change local law. "Right now, public consumption of alcoholic beverages is banned throughout the city," he said, adding that the Oviedo City Commission would still need to pass an ordinance repealing the city's public-consumption ban before the local change could take effect.
After Kelly's presentation the delegation voted on the bill by voice; the chair said "the ayes have it" and declared the bill passed.
Why it matters: the change would allow event-related alcohol sales and carrying within a geographically defined area only if both the Legislature enacts the local bill and the Oviedo City Commission overturns its existing public-consumption prohibition by ordinance. Supporters said the measure is intended to boost event revenues and nearby business traffic; opponents were not recorded on the transcript.
