Planning staff recommended and the Putnam County Planning Commission voted to recommend a zoning map amendment for 0.85 acres at 135 Finney Trailer Park Road, changing the zoning from Residential Manufactured Home Park (RMH) to Residential-2 (R2).
Planner Jennifer Gazzello told the commission the applicant, Robin Matthews, wants the change so the parcel can qualify for homestead classification and a lower tax assessment; the parcel currently contains a single-family residence. Staff reported the site has a future land use designation of Urban Service, does not appear to contain wetlands on the GIS wetlands layer, and is within FEMA Flood Zone X (not a special flood hazard area). Staff recommended approval as consistent with the Putnam County comprehensive plan and compatible with surrounding development.
Property owner Roy Matthews attended and told the commission he had nothing to add and that he found the staff report “very good.” With no public opposition, the commission moved the case and voted to recommend approval. The commission’s recommendation will be forwarded to the Putnam County Board of County Commissioners for final action as part of the county’s review process.
The recommendation means the parcel would be eligible for building permits under R2 rules if the county commission approves the change; the applicant indicated no immediate plans for new development beyond designation eligibility.
