Bradford County commissioners agree to advance three county appropriation requests, debate capital improvement planning

The Bradford County Board of County Commissioners on Jan. 7 agreed by consensus to advance three county requests for state appropriations and to provide letters of support for several municipal and regional projects.

County Manager Steve Carter said the county’s formal asks to the state totaled three items: $5,200,000 for renovation and improvements to the Bradford County Courthouse; $620,000 for a new fire engine; and $635,000 for a new fire tanker. "These are the 3 asks from the county for state appropriations, and we just need consensus from the board to move forward with those," Carter said.

The request prompted extended discussion about local planning and transparency. Commissioner Andrews said she learned of the courthouse security and ADA work only recently and asked for broader involvement: "I was not privy to this information and really had no idea that we were already working on this," Andrews said, noting she was unsure how the $5.2 million would be allocated among security upgrades, ADA compliance and other work.

Clerk Rachel clarified that several other items on the packet were not county asks but requests from outside entities for which the county would supply letters of support. "The letters of support are not requests from the county. Those are requests from those specific entities," she said, adding that the county’s direct asks were the three items listed by the county manager.

Commissioners repeatedly urged creation and use of a capital improvement plan (CIP) to prioritize projects before submitting requests to the legislative delegation. Several commissioners said past projects funded with ARPA dollars and other county contributions — including water and wastewater extensions and airport infrastructure — should figure into a unified county plan rather than appearing as a piecemeal “wish list.” One commissioner summarized the concern as wanting requests that "have some teeth" when presented to legislators.

Participants also discussed other figures mentioned during the meeting: an estimated $1,000,000 request for the Brooker fire station, a roughly $3,000,000 corridor/roadway request for the airport, and an approximately $900,919 ask for an RGE Phase 3 item. Meeting discussion produced an estimated combined total of roughly $13,000,000 in requests when municipal and regional projects that sought county letters of support were counted along with the county’s three direct asks. Several speakers cautioned that state appropriations would likely be smaller than in previous years and urged commissioners to identify top priorities.

The board recorded consensus to proceed with the three county appropriation requests as presented and to provide letters of support for the other projects listed in the packet. The clerk reminded commissioners the county’s legislative delegation meeting was scheduled for Jan. 8 at 3:30 p.m. in the boardroom.

Why it matters: County officials say the courthouse needs security and ADA upgrades and that two fire apparatuses are replacements for aging equipment; commissioners said clearer prioritization and a CIP would strengthen future appropriation requests and local planning.

The board did not adopt a binding funding schedule at the meeting. Future action could include phased appropriations, grant applications or reallocation of county funds depending on what — if any — state appropriations are secured.
