The Carroll County Board of Commissioners voted to abandon two short stretches of former roadway, with conditions to protect utility access and to require recorded driveway/maintenance easements.
Public Works Director Danny Yates presented both items. For Taylor Rainey Cut Off, Yates said the item starts a process to abandon 0.19 miles of dirt road. He told the board county departments and utilities had been notified; the Carroll County Water Authority requested an easement because county water runs nearby, and the power company had not yet responded. Yates said the draft resolution covers the entire 0.19-mile length and that, if abandoned, the half of the right of way would be conveyed to adjacent property owners on each side.
The draft resolution includes a condition that the abandonment is not effective unless all owners of property abutting Taylor Rainey Cut Off execute and record a driveway easement and maintenance agreement, approved in writing by the chairman and the county attorney no later than one year after the resolution date. The board asked staff to make the condition explicit; county counsel (Blackman) confirmed language in the resolution stating the abandonment remains subject to existing easement rights, including the Carroll County Water Authority.
On the Hooping Creek Church Road item, Yates said the segment (4,421 square feet) sits behind an existing DOT right-of-way and is of no use to public works. He reported county water and a natural-gas line cross the parcel. Board members asked that the property owners (identified in the packet as the Hollingsworth family) be made aware of utility lines and the need for recorded easements. The board approved the Hooping Creek abandonment with the contingency that all utility easements and related rights be addressed to the county's satisfaction.
