The Carroll County Board of Commissioners voted to approve a conditional-use request to place a manufactured (mobile) home on a parcel zoned multi-family residential at 290 Bethlehem Church Road.
The board acted after a presentation from Ben Skipper, Carroll County community development director, who said staff recommended approval and that the planning commission had unanimously recommended the conditional use. "Staff recommends approval," Skipper said during the Jan. 7 meeting.
Reginald Wilson, one of the applicants, told the board the manufactured home would allow his sister (identified in the file as Gloria Wilson) to live on a half-acre portion of the property after inheriting land from a deceased relative. "It's Reginald Wilson, not Regina," he corrected when the clerk misread his name. He said the home would be placed toward the rear of the lot to keep the row of houses visually consistent.
Skipper said the request is necessary because the multifamily-residential (MFR) zoning classification did not anticipate a single-family dwelling on an individually parceled lot from earlier subdivisions. He gave the parcel identifiers presented in the staff packet: 290 Bethlehem Church Road; map 21, parcel 212; land lot 341 of the 7th district; the property sits in Commission District 6. He also noted that the planning commission had recommended approval 6-0.
After no members of the public spoke for or against the request, a commissioner moved and a second was made; the board voted to approve the conditional use. The chair announced, "Motion carries. 7-0." The county clerk recorded the action.
The conditional-use approval allows the applicant to site a single manufactured home on an existing parcel within an MFR zone; the zoning ordinance provision permitting this conditional use was cited by staff but the transcript did not provide a specific ordinance number.
