The Wausau Water Works Commission voted Jan. 7 to approve Amendment 1 to the master partnership agreement with Community Infrastructure Partners (CIP). The change revises contract language to a fixed‑price, not‑to‑exceed formulation at the same funding level while retaining CIP’s program commitments.
Staff explained the amendment was prompted by DNR concerns about the original wording (cost‑plus vs. fixed price). Scott and other staff said CIP remains bound to workforce development commitments and key performance indicators (KPIs) in practice, even though the KPIs were removed from the amended contract text.
"This is more of a fixed price not to exceed contract. Funding hasn't changed. Costs to CIP have not changed. Just the wording in the contract. The KPIs were removed," a staff presenter said during the meeting.
Commissioner King moved to approve Amendment 1; Alder Watson seconded. The commission approved the amendment unanimously and staff said it will go to the finance committee next week and to council on Jan. 28.
Why it matters: The amendment clarifies contractual risk allocation and responds to DNR review while preserving program commitments; staff said CIP has pursued additional funding sources, including HUD and CDBG opportunities, but those efforts have not yet produced new funding.
Implementation notes: CIP will continue to collaborate with city departments (including community development and county partners) on inspection and lead‑finding efforts and on workforce development plans in draft form.
