Alamosa City introduced an ordinance to prohibit camping on private property for more than 48 hours, with targeted exemptions for disaster-response operations and for minor children under adult supervision, and the council approved it on first reading 5-1.
City staff explained the measure grew from recurring complaints and municipal-court cases in which citations for extended RV stays could not be applied to tent camping. The draft ordinance closes that enforcement gap, while the staff-drafted exemptions respond to council concern about disaster relief operations and children’s backyard camping.
City legal/staff explained the ordinance exempts persons providing disaster responses and minors camping under adult supervision from the prohibition. Councilor Jan Vigil moved to pass Ordinance No. 36-2024 on first reading and to set a second reading and public hearing for Jan. 15; the motion passed 5-1 with Councilor Carson casting the lone no vote.
Staff said the ordinance will return for a second reading and additional public notice.
