The board approved a resolution authorizing Russell County to pursue non-transport first-response EMS licensing so the county emergency management office can hold and manage controlled-drug boxes intended for county rescue squads.
Emergency management and sheriff’s representatives explained the change is needed for continuity of controlled-substance handling and compliance with DEA and state board of pharmacy rules. County staff said the county cannot serve as a controlled-substance registrant in its current structure; becoming an EMS agency with a controlled-substance registration (CSR) or supporting EMS licensing framework is needed to legally store and distribute the drug boxes used for overdose response or similar activities.
Emergency management staff said this licensing will place responsibility and accountability with certified personnel and that costs estimated previously were likely an upper bound; the county expects to remain within earlier budget estimates after refining equipment and licensing needs.
The board voted to approve the resolution and directed staff to proceed with applications and planning to obtain the necessary licensing and continuity controls.
