The Russell County Board of Supervisors approved a supplemental allocation of $190,631.80 on Jan. 6 to cover higher-than-budgeted expenses for Children’s Services Act (CSA) foster-care placements in fiscal year 2025.
County staff and members of the Community Policy and Management Team (CPMT) explained the funding supports foster children’s services (academics, medical care, clothing, placement per diem and related needs). The county funding is the local match portion: departments use state and federal funds where eligible but local dollars cover the required share of costs for children placed out of the county or in specialized facilities.
Supervisor Rebecca Dye and other board members discussed the variability in per-child costs—therapeutic placements, medical equipment and out-of-area placements can raise expenses quickly. Administrators said the county has the funds and that the supplemental request reflects actual CSA expenditures to carry the county through the first quarter of FY2025.
Board members encouraged community and faith-based efforts to identify local foster placements to reduce out-of-area placements and long-term costs.
