Human Services Committee approves transportation, care center and grant contracts; several budget transfers okayed

The DuPage County Human Services Committee approved a slate of contracts, grant acceptances, budget transfers and travel requests at its regular meeting, voting to authorize transportation grants with PACE Suburban Bus, accept DuPage Care Center foundation grants, extend a weatherization program deadline and approve multiple county purchase orders and transfers.
Committee members approved an intergovernmental agreement with PACE Suburban Bus for a senior transportation grant in the amount of $181,772 and a separate Paratransit Transportation Grant program agreement in the amount of $690,000. The committee also voted to accept an extension through June 30, 2027 for the Illinois Department of Commerce and Economic Opportunity Home Weatherization Assistance Program (fiscal year 2023).
The committee accepted a contract purchase order with Family Shelter Service to provide services to victims of domestic violence for the period Dec. 1, 2024, through Nov. 30, 2025, not to exceed $85,000. During discussion, a member asked about a deliverable in the contract that lists an outcome of 90% of victims achieving certain safety-related objectives; staff said they would follow up and confirm whether that metric is statutory or a program requirement and whether Family Shelter has historically met it.
Other approvals included a purchase order to WellSky Corporation to implement and support the Move to Connect 211 resource database for Nov. 1, 2024, through Oct. 31, 2025, not to exceed $15,869.17; a second extension for a Community Development Block Grant memorandum of understanding for the Single Family Rehabilitation program through May 31, 2025; and multiple DuPage Care Center grant acceptances from the DuPage Care Center Foundation (a Foundation Coordinator grant, music therapy and recreation therapy grants totaling listed amounts).
The committee approved a contract purchase order to Performance Food Service Chicago for food and supplies for the DuPage Care Center for March 1, 2025, through Feb. 28, 2026, not to exceed $55,000. Several budget transfers were also authorized, including a $260,090 transfer from contingency to equipment and machinery to buy aseptic barrier washers for the DuPage Care Center laundry and smaller transfers to cover part-time help deficits. Travel approvals included attendance at two national conferences for weatherization and HMIS staff with estimated expenses.
Votes at the meeting were recorded as approvals (ayes) on each item; motions were made and seconded and passed. Where members asked for more information — specifically on the Family Shelter Service contract outcome metric — staff committed to follow up.
The committee did not take votes on any ordinance or policy changes during this meeting. Routine procedural approvals (minutes, roll calls) were completed at the start of the session. The committee’s approvals set funding and contracting actions in motion; some items will require final paperwork or vendor signatures before becoming effective.
