Planning Commission grants 12-month extension for Parkview Estates preliminary plat

The Stillwater Planning Commission voted 5-0 Jan. 7 to grant a 12-month extension to the preliminary plat for Parkview Estates (SUB21-13), allowing final-plat review to proceed once remaining public-improvement items are complete.
The Stillwater Planning Commission on Jan. 7 voted unanimously to grant a 12-month extension to the preliminary plat for Parkview Estates, section 10 (SUB21-13), extending the deadline for filing a final plat.
The extension was requested by the applicant to allow time to finish “just a few remaining issues” holding up final acceptance of public improvements, planning-applicant Steven Gose said. "The public improvements, the water sewer for the first phase of this preliminary plat are in. They're being reviewed by city staff," Gose said, adding that the final plat has been applied for but remains under review pending minor cleanup of the improvement plan.
Diana, planning staff, told the commission that the preliminary plat had been approved originally in January 2022 and that sections 23-63(f) and 23-63(g) of the municipal code require filing a final plat within two years unless the commission grants an extension before expiration. The commission had previously granted a 12-month extension on Jan. 9, 2024; the current extension will push the deadline out another year.
Under the alternatives presented, the commission could either grant another 12-month extension or allow the preliminary plat to expire. A motion to grant the extension passed 5-0.
The extension preserves the applicant’s ability to submit a final plat for commission consideration once staff completes its review of record drawings and the minor items Gose listed — erosion stabilization around pavement edges, minor valve/ hydrant earth stabilization and a tracer wire issue in the sewer system that the applicant said has been resolved.
No public hearing was required for the general-orders item, and no members of the public spoke on this matter. The commission’s action was limited to extending the preliminary-plat approval; no final-plat approval or new conditions were adopted at this meeting.
Looking ahead, staff will continue review of the submitted record drawings and improvement plans before the city schedules final-plat acceptance and recording.
