Clearfield County commissioners approve routine contracts, appointments and funding; owner-county youth center fee rises

The Clearfield County Board of Commissioners approved a series of routine annual appointments, contracts and funding items during its regular meeting, including a renewed owner-county agreement for the Central Counties Youth Center that increased the county’s share to $268,058.

The votes largely maintained the status quo for county appointments and vendor relationships, with commissioners approving banking depositories, a county engineer appointment, a lease extension for the conservation district, and a new three-year agreement to accept credit-card payments in the prothonotary’s office.

Key votes at the Jan. 6 meeting included approval of an annual owner-county agreement that allocates $268,058 to the Central Counties Youth Center; commissioners said the amount was about $90,000 higher than last year and reflects staffing and operating-cost increases. The county’s treasurer was identified as the official responsible for handling depository matters; commissioners approved Resolution 2025-1 naming CMB Bank, MidPenn Bank, First Commonwealth Bank and Northwest Savings Bank as county depositories.

Other actions approved without substantive change to operations included: - Reappointing TRC as county engineer for ongoing services; - Reappointing Jody Brennan to the board of the North Central Pennsylvania Regional Planning and Development Commission to continue representation from county planners; - Approving an addendum to extend the Clearfield County Conservation District’s rental of office space at the former Auto Mart location through the remainder of the year without a rent change; - Approving a three-year agreement with GILA LLC, doing business as Municipal Service Bureau (MSB), to accept credit-card payments in the prothonotary’s office; the contract includes a 30-day termination clause and allows card-processing fees to be passed through to users; commissioners noted compatibility with other county systems may require IT review; - Allocating $3,758 from county match funds to support the farmland preservation program; the commissioners noted the item was budgeted; - Announcing a vacancy on the county solid-waste authority and encouraging public outreach for applicants; - Approving routine personnel actions, including new hires effective Jan. 6, 2025 (a part-time secretary in the prothonotary’s office; a caseworker for Children & Youth Services; and a corrections officer), and recording a corrections officer separation/retirement effective Jan. 6, 2025.

Most motions were approved unanimously; the owner-county agreement and other items were described as continuations of existing services. Commissioners said annual action is required for several items, including the county engineer appointment and bank depository approvals.
