The North Saint Paul City Council on Wednesday unanimously approved the meeting agenda and a consent package of routine items and claims, and adopted a summary of a Dec. 23 closed-session performance review of City Manager Brian Frandell.

The consent agenda included approval of workshop and special meeting minutes, a list of general claims totaling $687,880.36, HRA claims of $811.98, multiple appointments and reappointments, and several interagency agreements. Council members voted to adopt the consent agenda without discussion.

The council also read and approved the summary of its Dec. 23 closed-session evaluation of City Manager Brian Frandell, a requirement under Minnesota Statutes section 13D.05, subdivision 3a. The council reiterated conclusions from an earlier review that Frandell is “respected, trusted, and supported by city staff,” and instructed staff to set goals including additional public communication and streamlined council-staff communication.
