Golden Gem Residential submittal prompts staff to insist on vehicular interconnectivity under KPI rules

On Jan. 8 the Development Review Committee reviewed the second submittal for Golden Gem Residential, a proposal for 54 single-family detached units within the Wild Oaks neighborhood district in the Kelly Park Interchange (KPI) area. Jean Sanchez, speaking for the project, said the parcel contains the 54 units and an adjacent parcel is stormwater control, limiting additional units in the neighborhood district.
Planning staff told the applicant the city expects vehicular and pedestrian connections to adjacent parcels throughout the KPI form-based code area. Staff said a stormwater pond and required retaining walls currently occupy the northern parcel, and therefore the applicant must either provide a connection or submit a documented justification under the code demonstrating an environmental or engineering constraint.
The applicant said easements are shown on the plans for future connections if adjacent properties permit tie‑in, but that a retaining wall and grade differences currently prevent construction of a vehicular connection to the east. Staff asked the applicant to highlight easements, proposed retaining walls and the grading constraints on resubmitted plans and to provide a written justification if they claim the interconnectivity requirement cannot be met.
No formal action was recorded; the DRC emphasized that the city’s interconnectivity objective is intended to reduce traffic on main roadways within KPI.
