Staff told the council the planning commission had earlier recommended use of pre‑annexation agreements for larger developments in the joint jurisdictional zoning area and that the agreement was intended to give future owners a chance to comment before the city makes a formal annexation decision. Jose said none of the items in the utilities letter are binding unless both parties later formalize them.
Councillor Hellwig moved to allow the mayor to sign the pre‑annexation agreement; Councillor Murrah seconded. The council approved the motion by voice vote; the transcript does not record individual vote tallies.
